·         Curriculum

 

  1. Recommend approval of the revised Attendance Policy, effective for the 2007-2008 school year, as recommended by the Education Committee and reviewed by the solicitor. (Curriculum Item #0607-1)

 

  1. Recommend approval of the newly revised Business Education Curriculum as presented by the curriculum committee, recommended by the administrative staff.  (Curriculum Item #0607-2)

 

  1. Recommend approval of the selection of textbooks for the Social Studies Department for the 2007-2008 school year as presented by the curriculum committee and recommended by the administrative staff.

 

 

 

·         Finance

 

  1. Recommend approval of the Treasurer’s Report for the month of May 2007 as submitted.  TBP

 

  1. Recommend approval of the May 2007 bills in the amount of $__________ as presented.  TBP

 

  1. Recommend approval of Resolution No. 418-07 establishing the millage for real estate taxation for the 2007-2008 fiscal year as follows: Resolved that the Carlynton School District does hereby levy and assess the real estate tax for the fiscal year for all taxable property in the Carlynton School District for the Boroughs of Carnegie, Crafton and Rosslyn Farms, at 24.15 mills or $2.415 on each one hundred dollars ($100) of the assessed valuation on all property for school purposes. This represents no increase in the district millage rate. (Finance Item #0607-1)

 

8.       Recommend approval of Resolution No. 419-07 as follows: Resolved that the levy of one percent (1%) on all earned income and net profit levied by Resolution No. 44 of 1966 and enacted under the authority of the Local and Tax Enabling Act #511 of 1965 and its amendments thereto, is hereby renewed for the 2007-2008 fiscal year and for an indefinite term thereinafter, and all taxes levied under Act 511 of 1965 including the earned income and net profits tax and the real estate transfer tax be reenacted without substantial change. This represents no increase in the taxation rate.  (Finance Item #0607-2)

 

  1. Recommend approval of the Carlynton School District 2007-2008 General Fund Budget in the amount of $22,439,687.

 

  1. Recommend approval of the Educational Services Agreement for continuation of Special Education Services provided by the Allegheny Intermediate Unit for the 2007-2008 school year as presented. The district incurs costs only as services are used. (Finance Item #0607-3)

 

  1. Recommend approval of the agreement to participate in the Project Succeed Consortium for the 2007-2008 school year as presented. (Finance Item #0607-4)

 

  1. Recommend approval of the Letters of Agreement for Student Assistance Program (SAP) Services between the Carlynton School District and Chartiers Mental Health/Mental Retardation Center, Inc., as presented. This agreement is at no expense to the district. (Finance Item #0607-5)

 

  1. Recommend designating PNC Bank, Crafton Branch, as the official school district depository for funds received for fiscal year 2007-2008 in accordance with Section 621 of the PA School Code.

 

  1. Recommend approval of the administrative staff to contract with _____________ to provide voluntary student insurance for the 2007-2008 school year, at an amount not to exceed $_____ for school-time coverage, and $_____ for 24-hour coverage.  TBP

 

 

  1. Recommend approval of the Carlynton School District’s participation in the ___________ Worker’s Compensation Program, effective July 1, 2007, as presented.  (Finance Item #0606-6)  TBP

 

  1. Recommend approval that Michael Crown, Crafton Real Estate Tax Collector; Edward Adams, Rosslyn Farms Real Estate Tax Collector; and Karen Welsh, Carnegie Real Estate Tax Collector, be excused from further collection of school district real estate taxes for the 2006-2007 school year, effective June 30, 2007, and that the list of names of those owners submitted by each of the above tax collectors be given to the delinquent tax collector for the purpose of liening.

 

  1. Recommend reappointing Edward Adams as Rosslyn Farms Earned Income Tax Collector for the 2007-2008 school year.
  2. Recommend approval to renew public official bonds for Board Secretary Kirby Christy and Treasurer Sandra Hughan.

 

  1. Recommend that authorization be granted to the appropriate officials to provide tax duplicates to each of the District’s tax collectors on or before July 1, 2007, in accordance with Section 682 of the PA School Code.

 

  1. Recommend authorizing the District to acquire the tax collector’s bonds as required by Section 684 of the PA School Code for the Carnegie, Crafton and Rosslyn Farms Tax Collectors.

 

  1. Recommend awarding bids for General, Art, Science, Physical Education, Custodial/Maintenance and Athletic Supplies for the 2007-2008 school year.  (Finance Item #0606-7)  TBP

 

  1. Recommend approval of the insurance package for the 2007-2008 school year as recommended by BABB, Inc., at a cost of $__________.  (Finance Item #0607-8)  TBP

 

  1. I move to declare the presented list of items as surplus and to dispose in a proper manner. (Finance Item #0607-9)

 

  1. I move to award the cafeteria services bid to Aramark School Support Services for the 2007-2008 school year as presented. (Finance Item #0607-10)

 

  1. I move to award the trash removal services bid to Allied Waste Services of Pittsburgh for contract years beginning July 1, 2007 through June 30, 2010 as presented. (Finance Item #0607-11)

 

  1. I move to reject all bids relative to telephones and services received as of May 1, 2007 and authorize anticipated bidding of a revised telephone package.

 

  1. I move to approve an agreement with Hosack, Specht, Muetzel and Wood to provide audit services for the fiscal years ending June 30, 2007, June 30, 2008 and June 30, 2009 at a cost of $13,900 for years 2007 and
    2008, and $14,300 for year 2009; and to provide an audit of the Rosslyn
    Farms Earned Income Tax Collector at a cost of $555 for fiscal years ending June 30, 2007 and June 30, 2008, and $570 for fiscal year ending June 30, 2009. 

 

  1. I move to approve Resolution No. 420-07 authorizing the collection and payment of school real property taxes in installments for qualified homestead/farmstead properties in the manner presented. This resolution fulfills the requirements of Special Session Act 1.  (Finance Item #0607-12)

 

·   Personnel

 

  1. I move to approve the Supplemental Athletic Contracts for the 2007-2008 school year as presented and recommended by the administrative staff and to post for all anticipated openings per the terms and conditions of the collective bargaining unit agreement. (Personnel Item #0607-1) 

 

30.   I move to accept the resignation of Sylvester Goshey as summer custodian helper and approve Kevin Stinelli as his replacement, with a starting date of June 13, 2007 through August 21, 2007, at an hourly rate to begin at $7.00. (Personnel Item #0607-2)

 

31.   I move to approve Matt Artman as a summer custodian helper alternate, to be called on an as-needed basis, during the dates of June 13, 2007 through August 21, 2007, at an hourly rate to begin at $7.00. (Personnel Item #0607-2)

 

  1. Recommend approval of the annual and semi-annual ratings for Temporary Professional Employees and Professional Employees for the 2006-2007 school year and that these ratings be filed with the
    appropriate agencies consistent with Section 1008 of the PA School Code.

 

  1. Recommend approval of the list of Professional Employee Contracts to those who have completed three years of satisfactory services as submitted by the administrative staff and consistent with the provisions of Section 1108 of the PA School Code. (Personnel Item #0607-3) TBP

 

34.   Recommend approving the list of Temporary Professional Employee contracts, as presented, for positions within the district for the 2007-2008 school year. These positions will become effective August 22, 2007 in accordance with the terms and conditions of the collective bargaining unit agreement. (Personnel Item #0607-4) TBP

 

35.   Recommend granting authority to the Superintendent to employ professional employees for current vacancies during the month of July 2007 and that the Board ratify said employment at a meeting in August 2007.

 

36.   Recommend approving the affiliation agreement between the Carlynton School District and Duquesne University School of Education for student teachers and interns as presented.  (Personnel Item #0607-5)

 

37.   I move to approve a Family Medical Leave of Absence for Sheree Lee, elementary guidance counselor, effective May 7, 2007 through June 4, 2007 as submitted.  (Personnel Item #0607-6)

38.   Recommend approval to modify the list of submitted policies to include reference in accordance with the new Act 114 clearance pertaining to fingerprinting requirements for newly-hired employees.  (Policy Item #0607-1)
